Can a child count without understanding numbers?
At first this may seem like a strange question. If a child can count from 1 to 10, it is often assumed that the child understands numbers. But in early numeracy, being able to say number names and recite them in the correct order is different from actually understanding what numbers mean and represent – all of these skills together form “counting”. Let’s look at a classroom example.

A teacher asks a child to count, and the child confidently says, “1, 2, 3, 4, 5, 6, 7, 8, 9, 10.”
It sounds correct. The number names are in order. The child seems confident. At this point it is easy to feel that the child knows counting.
But then the teacher places a few bottle caps on the table and asks, “Can you give me 5 bottle caps?” The child picks up some caps and gives 3. Another child gives 7. One child starts saying, “1, 2, 3, 4, 5,” but does not stop after picking up 5 caps.
This is where the teacher gets a clearer picture.
The child has learnt the sequence of number names but has not yet connected those number names to quantity. The word “five” is still a word the child can say. It may not yet mean a group of five objects.
This is a common stage in early numeracy – being able to say numbers but not understanding them.
In an earlier newsletter, we looked at how children begin to make sense of quantity even before formal counting. We discussed how children compare, estimate and recognise small groups of objects. In this article, we take the next step. We focus on what happens when children begin to count with understanding.
Counting with understanding is not only about knowing what comes after 1, 2, 3 or 4. It is about using counting to find out how many. So when a child says 5, the child should slowly begin to understand that 5 is not just the next word after 4. It stands for a quantity. It can mean 5 bottle caps on a table, 5 children in a line, 5 crayons in a box or 5 dots on a card. The objects may change, but the quantity remains five.
This is why teachers need to look beyond, “Can the child count till 20?” A better question is, “Can the child show what the number means?”
What meaningful counting looks like

Meaningful counting develops in small steps. These steps are not always visible when children are only reciting numbers. They become visible when children count real objects.
Counting with understanding has three important parts: oral counting, one-to-one correspondence and cardinality. These may sound like technical terms, but they are simple things to notice in everyday classroom moments.
Oral Counting
What it means: Oral counting means saying number names in order. When a child says, “1, 2, 3, 4, 5,” the child is showing that they are learning the sequence of number names. This is an important first step. But even here, there is more to notice. Does the child say the numbers in the correct order? Does the child skip a number? Can the child continue counting if asked to “Start from 3”? Or does the child always need to begin from 1?
What the teacher can do to support it: Oral counting can be supported through short, everyday routines. Children can count while clapping, walking, lining up, taking attendance, giving out materials or singing number rhymes. These moments do not need to be long. What matters is that children hear and practise the number sequence again and again.
For example, while clapping, the teacher can say, “Let us clap and count slowly,” and the class can say one number for each clap. During circle time, the teacher can say, “Let us start counting from 3 today,” so that children do not always begin from 1.
Lining up can also become a simple oral counting routine. As children stand in line, the teacher can count aloud, “1, 2, 3, 4…” and the class can count along. The teacher can pause and ask, “What comes next?” or say, “Let us continue counting from 5.” This helps children practise the order of number names in a real classroom situation.These small prompts help children become more comfortable with the number sequence.
Here is a snippet from an in-person Early Numeracy TEPS course with teachers from various parts of the country, practising an oral counting teaching routine.
One-to-one correspondence
What it means: One-to-one correspondence means saying one number for one object, one time. For example, while counting bottle caps, the child touches one cap and says “1,” touches the next cap and says “2,” and continues in the same way.
This is where many counting mistakes become visible. A child may say the number names too fast, touch one object but say two numbers, skip an object, count the same object twice or lose track when the objects are scattered. These mistakes do not mean the child is careless. They show that the child is still learning to coordinate eyes, hands and number words.
What the teacher can do to support it: To support one-to-one correspondence, begin with only a few objects. Place them in a clear line so that the child can see where to start and where to stop. The teacher can say, “Touch one object and say one number.”
As the child counts, notice whether the finger and the number words are moving together. If the child rushes, skips an object or counts the same object twice, pause and say, “Let us try again slowly. One touch, one number.”

Another useful strategy is to ask the child to move each object after counting it. For example, the teacher can say, “Count this cap, then move it here.” This helps the child keep track of what has already been counted and what is still left to count. Over time, children begin to understand that each object gets one number name only once.
Cardinality
What it means: Cardinality means understanding that the last number counted tells how many there are altogether. For example, a child counts, “1, 2, 3, 4, 5,” and then says, “There are 5 blocks.”
This is a very important shift. The child is no longer only saying number names. The child is beginning to understand that counting gives the total. Some children can count objects correctly, but when asked, “So how many are there?” they start counting again from 1. This shows that they may not yet understand that the last number tells the total.
What can the teacher do to support it: To support cardinality, do not move immediately to the next task after the child finishes counting. Pause and ask, “So how many are there?”
If the child starts counting again, gently remind the child, “You counted 1, 2, 3, 4, 5. The last number was 5. So there are 5 altogether.” Then ask again, “How many altogether?”
This repeated question matters. It helps children understand why we count. We do not count only to say number names correctly. We count to find out how many.
Putting it all together
A small counting routine can be built into everyday classroom moments. It does not need a worksheet or a special activity. A few bottle caps, stones, leaves, crayons or blocks are enough.
For example, place 5 bottle caps in front of a child and say, “Let us count these.” Let the child count. If needed, remind the child, “One touch, one number.” After the child finishes counting, pause and ask, “So how many bottle caps are there?”
Then change the task slightly. Ask, “Can you give me 4 bottle caps?” Let the child pick the caps. Once the child gives them, ask, “Can you count and check?” After counting, ask again, “So how many did you give me?”
This kind of routine helps children use counting for a purpose. They are not only saying numbers aloud. They are counting to find out how many, to give the right number, and to check their own answer.
Over time, the same routine can be used during snack time, material distribution, block play or nature walks. A teacher can ask, “Can you give 3 crayons to this group?” “Can you keep 5 leaves here?” or “Can you count how many children are sitting on this mat?” These everyday moments help children practise counting with meaning in real classroom situations.
Counting is not just reciting numbers. It is a way for children to make sense of quantity. When children count with understanding, they are not only saying, “1, 2, 3, 4, 5.” They are beginning to understand, “There are 5.”
